The problem is the version control and long transactions. If the ODBMS can do version control, the associated attribute data can not be managed in the same way. Therefore only some of the attribute data - usually that which is anyway under separate management control - is put in the RDBMS.
RDBMS is good for replication and integration with the same backup/rollback mechanisms as used for the rest of the organisations non-spatial data - so there are advantages to both sides.
