Notes:
We take the view that some kind of repository is mandatory. A purely file-based system is completely unmanageable if there are several people and/or lots data.
However, individual GIS files will continue to be an important feature of any operational GIS installation: for import, especially raster images,periodic update and for export.
Also there are likely to be file-based repositories that a new installation needs to interoperate with which - for the time being - are not going to be imported/converted into the server.
UNFORTUNATELY going to a server-based system usually means some kind of format conversion, and that is where the real problems lie.
