These are based on Datquest 1995 and 1996 figures, and the GIPSIE proposal is not publicly available. Perhaps one thing OGC-E should do is to (a) post bits of the GIPSIE proposal on the web (b) calculate an update using 1996/7 figures ?
The European Commission is obliged to treat european offices of non- european companies as "european companies" for the purposes of official statistics. So it is easy to get completely the wrong impression. This is entirely valid for "GIS services", since services would be provided entirely within europe; but it is misleading for software design, maintenance and strategic direction.
There's nothing much recent on the WWW that I can find for market statistics. Only the same data from 1995..
This paper gives the US/Europe status as of June 1995 (is
posted 3 times), but it does not quote exactly the same figures
as GIPSIE proposal says:
